On the basis of the previously clarified energy efficiency benchmarking and baseline levels in 25 key areas such as oil refining, coal-to-coke, and coal-to-methanol, 11 areas including ethylene glycol, urea, and titanium dioxide were added.
The notice requires that the advanced energy efficiency level of domestic and foreign production enterprises be benchmarked, and the energy efficiency benchmark level of key industrial areas be determined. At the same time, according to the energy efficiency benchmark level and benchmark level, the transformation and upgrading will be carried out by category. For the previously specified 25 fields, in principle, technological transformation or elimination should be completed before the end of 2025; for the 11 fields added this time, technological transformation should be completed or eliminated before the end of 2026.
