Recently, the Office of the National Disaster Reduction Committee, the Ministry of Emergency Management, the Ministry of Natural Resources, the Ministry of Water Resources, the Ministry of Agriculture and Rural Affairs, the Meteorological Bureau, the Forestry and Grass Bureau and other departments and units held a meeting to discuss the national natural disaster risk situation in July Judgment.
According to a comprehensive analysis, the seven major river basins in my country will enter the main flood season in an all-round way, and the Yangtze River, Huaihe River, Taihu Lake and Songliao basins will have flood disaster risks; -Two typhoons landed or significantly affected my country's south or southeast coast; Zhejiang, Anhui, Jiangxi, Hubei, Yunnan and other local geological disaster risks are high; North China and Northeast China have higher forest fire danger levels. The details are as follows:
The first is the risk of flood disasters. The precipitation in the central and eastern parts of Northeast China, the central and northern part of East China, the central and northern parts of central China, and the western part of Southwest China was higher than normal in the same period. Some rivers such as the main and tributaries of the upper reaches of the Yangtze River, the main stream of the Huaihe River and the tributaries of Huainan, the Qiantang River in the Taihu Lake Basin, and the Songhua River in the Songliao Basin may experience regional heavy rains and floods, and some rivers in the rainstorm area may exceed the warning. In addition, extreme heavy rainfall may cause disasters such as flooding of small and medium-sized rivers in the above-mentioned areas, accidents of small and medium-sized reservoirs and hydropower stations, mountain torrents, and urban waterlogging.
The second is the risk of wind and hail disasters. As the temperature rises further, coupled with abundant water vapor, short-term heavy precipitation, strong winds, thunderstorms, hail and other strong convective weather will increase in parts of Northeast, East China, Central China, and Southwest China, and the extremes will increase, and the risk of wind and hail disasters will continue to be high. At the same time, July is a month with a high incidence of tornadoes, and the number of people killed by lightning in rural areas is prominent, so precautions need to be strengthened.
The third is the risk of typhoon disasters. There are 2-4 typhoons forming in the Northwest Pacific Ocean and the South China Sea, which are close to the same period of the year to less than normal; among them, 1-2 typhoons land or obviously affect the south China or southeast coast of my country. There may be 1-2 disastrous typhoon storm surge processes along the southeast coast of my country, and 2-3 disastrous wave processes in the East China Sea and South China Sea.
The fourth is the risk of geological disasters. Parts of Beijing, Hebei, Jilin, Liaoning, Zhejiang, Anhui, Fujian, Jiangxi, Henan, Hubei, Hunan, Guangdong, Guangxi, Chongqing, Sichuan, Guizhou, Yunnan, Tibet, Shaanxi, Gansu, Xinjiang and other provinces (regions, cities) The risk of geological disasters is relatively high, especially in western Zhejiang, southern Anhui, northern Jiangxi, eastern Hubei, and western Yunnan.
Five is the risk of high temperature and drought. Since June, four regional high temperature processes have occurred in my country, which has exacerbated the drought in the southwest region and put pressure on water supply and power supply in some areas. In July, the temperature in most parts of the country was close to the same period of the year to high, and the central and eastern parts of South China, the south of East China, the north of Northwest China, the center and west of Inner Mongolia, the west of Northeast China, and the north of North China had less precipitation and higher temperatures, with periodic high temperature and heat waves The risk of drought and drought is relatively high, the situation of water supply and power supply is tight, and the task of agricultural drought resistance and seedling conservation in some areas is relatively heavy.
The sixth is the risk of forest fires. Affected by strong convective weather factors such as high temperature and less rain, thunder and lightning, and strong winds, the forest fire danger levels in northern and western Beijing, northwestern Tianjin, northern Hebei, central and eastern Inner Mongolia, northwestern Heilongjiang, western Chongqing, and northern Xinjiang are relatively high. Prevent forest fire risks caused by lightning strikes in forest areas in Northeast China and Inner Mongolia, as well as high temperatures in North China and other places.
