Overview of the construction project: The total investment is 2.05 billion yuan. The main construction contents include: use the reserved construction land of 78537m2 in the factory area of Anhui Baomei Light Alloy Co., Ltd., use the magnesium alloy liquid supplied by the main project alloy workshop as the main raw material, and purchase die-casting machines, machining equipment, cleaning lines, surface treatment lines, etc. , Construction of 30 magnesium alloy plate production lines, reaching an annual production capacity of 9 million magnesium alloy plates. This project and the main project are planned, designed, started and put into operation at the same time.
Main environmental impacts and countermeasures and measures to prevent or mitigate adverse environmental impacts:
Pollution prevention and control measures during the operation period:
1. Waste gas pollution prevention
(1) Exhaust gas from die-casting: each die-casting machine is equipped with a set of "gas collecting hood (4m*4m) + electrostatic oil mist purifier" device. The gas collecting hood is set above the die-casting chamber. The oil mist generated during the die-casting process is collected by the gas collecting hood and then enters the electrostatic oil mist purifier, and is discharged in the workshop after treatment. (2) Spraying dust: The powder spraying room is set in a completely closed workshop, and it is in a closed micro-negative pressure state during powder spraying. The project has 4 powder spraying rooms, and every two powder spraying rooms are equipped with a set of cyclone separator + filter element Recycling device, after the waste gas is treated, it is combined with an exhaust pipe DA001 (15m) to be discharged. (3) Curing organic waste gas: The project is equipped with 4 powder spraying lines and 4 curing furnaces. The organic waste gas generated during the curing process is collected by negative pressure and enters the same set of secondary activated carbon adsorption device. After treatment, it passes through a 15m high exhaust gas Gas cartridge DA002 discharge. (4) Exhaust gas from natural gas combustion: the solidified organic waste gas treated with the secondary activated carbon is discharged through the 15m high exhaust pipe DA002.
The organized emission of particulate matter in the die-casting process implements the emission limits of air pollutants in the "casting area" in Table 1 of the "Emission Standards for Air Pollutants in the Foundry Industry" (GB39726-2020);
Powder spraying process particulate matter and solidification process organic waste gas are discharged in an organized manner to implement the "Foundry Industry Air Pollutant Emission Standard" (GB39726-2020) Table 1 "Surface Coating Equipment" Air Pollutant Emission Limits;
The exhaust gas from natural gas combustion implements the "Industrial Furnace Air Pollution Comprehensive Control Plan" "In principle, the key areas should be transformed according to the emission limits of particulate matter, sulfur dioxide, and nitrogen oxides not higher than 30, 200, and 300 mg/m3" relevant limits.
The concentration of particulate matter fugitive emission monitoring points in the factory area shall comply with the fugitive emission limit value in Table A.1 of "Emission Standard of Air Pollutants for Foundry Industry" (GB39726-2020).
The fugitive emissions of volatile organic compounds in the factory refer to the special emission limits in the "Volatile Organic Compound Fugitive Emission Control Standards" (GB37822-2019).
The fugitive emissions of non-methane total hydrocarbons and particulate matter at the factory boundary shall be controlled by referring to the monitoring concentration limits of fugitive emissions in Table 2 of the "Comprehensive Emission Standards of Air Pollutants" (GB 16297-1996).
2. Wastewater Pollution Prevention
After being pre-treated in grease traps and septic tanks, domestic sewage enters the sewage treatment station of the main project for treatment (grid filtration + flocculation sedimentation + biological contact oxidation + disinfection + production wastewater treatment system, design scale 500m3/d), workpiece Washing wastewater and ground flushing wastewater are treated by the project's self-built sewage treatment station ("oil separation + demulsification sedimentation + air flotation + Fenton oxidation + coagulation sedimentation", design scale 160m3/d). After treatment, the sewage and waste water will be reused for the direct cooling water of the reduction slag of the main project.
3. Noise Pollution Prevention
Adopt a reasonable plane layout and necessary sound insulation, shock absorption and other control measures to reduce the impact of noise on the surrounding environment, and ensure that the noise at the factory boundary reaches Category 3 in the "Environmental Noise Emission Standards at the Boundary of Industrial Enterprises" (GB12348-2008) standard requirement.
4. Prevention and control of solid waste pollution
General solid waste should be classified and collected, reasonably temporarily stored, and regularly sold or comprehensively utilized; for hazardous waste generated, a special hazardous waste collection and temporary storage room must be set up, and a unit with hazardous waste treatment qualifications must be entrusted for disposal on a regular basis. It cannot be collected together with other wastes. Hazardous wastes should be stored according to the types and characteristics of hazardous wastes. Retaining walls should be installed between each storage area, and rain, fire, lightning, and dust prevention devices should be installed. . Take preventive measures during the collection and transportation of solid waste to prevent secondary pollution.
