On April 27th, the Jiangsu Provincial Department of Emergency Management issued the "Guidelines for the Safety Classified Control of the Use of Hazardous Chemicals in Metallurgical and Other Industrial Enterprises in Jiangsu Province (Trial)" to strengthen the safety management of the use of hazardous chemicals in relevant industrial enterprises .
The guideline is compiled based on the principle of "reasonable grading, ease of management, emphasis on key points, and moderate strictness", comprehensively considering inherent risk factors such as chemical technology, key regulated hazardous chemicals, major hazard sources, types and quantities of hazardous chemicals, etc. Industrial enterprises using hazardous chemicals are divided into four grades of A, B, C, and D according to the risk from high to low.
Among them, there are 18 dangerous chemical processes under key supervision, including phosgene and phosgenation process, electrolysis process (chlor-alkali), chlorination process, nitrification process, synthetic ammonia process, cracking (cracking) process, or refer to the "Hazardous Chemicals If hazardous chemicals are used in the Identification of Major Hazard Sources and the quantity of substances in the hazardous unit constitutes the first, second, third, or fourth level of major hazard sources, it shall be rated as A; If it constitutes a major hazard source but the calculated value of the quantity of substances in the hazardous unit is greater than or equal to 0.05, it is rated as B level; according to the "Identification of Major Hazardous Sources of Hazardous Chemicals", the calculated value of the quantity of substances in the hazardous chemical unit is greater than or equal to 0.01 and less than 0.05 Yes, graded as C. Industrial enterprises using hazardous chemicals other than grades A, B, and C are grade D.
The "Guidelines" emphasize that relevant industrial enterprises should follow the "Special Control Points for the Safety of Hazardous Chemicals in Metallurgical and Other Industrial Enterprises in Jiangsu Province (Trial Implementation)", "Regulations on Safety Production Risk Reporting of Industrial Enterprises in Jiangsu Province", "Basic Requirements for Personal Protective Equipment" and other laws and regulations. Regulations and standards are in place to manage the use of hazardous chemicals. Enterprises should establish a registration system for the purchase, warehousing, use, and disposal of hazardous chemicals and strictly implement them, and establish a ledger; they should establish an emergency response plan management system for production safety accidents, formulate emergency plans or disposal plans for hazardous chemical use safety accidents, and regularly carry out Emergency training and drills shall be revised and improved in time.
The "Guidelines" point out that hazardous chemicals temporarily stored in the place of use should be designated for special storage and stored in a standardized manner, and the storage volume should not exceed the 24-hour usage volume. A and B-level enterprises should set up dangerous chemical warehouses or intermediate storage warehouses or storage tanks, C-level enterprises should at least set up intermediate storage warehouses or storage tanks or special storage cabinets, etc., and D-level enterprises should at least set up special storage cabinets.
