The “Notice” clarifies that by the end of 2023, the usage rate of non-degradable plastic packaging bags and disposable plastic woven bags in the province’s postal express outlets will not exceed 20%. All postal express outlets in the province are packaged with “slimming tape” less than 45 mm. By the end of 2024, the usage rate of non-degradable plastic packaging bags and disposable plastic woven bags in the province’s postal express outlets will not exceed 10%. The province’s postal express outlets continue to use “slimming tape” packaging of less than 45mm. By the end of 2025, the use of non-degradable plastic packaging bags, plastic tapes, and disposable plastic woven bags will be prohibited in postal express outlets across the province. The greening of the postal express industry, the proportion of recyclable packaging usage has been significantly increased, the efficiency of waste recycling has been significantly improved, and the pollution of ordinary plastic packaging waste has been effectively controlled.
The “Notice” puts forward specific requirements in terms of strengthening the source control of plastic packaging, increasing the proportion of alternative product applications, promoting the increase in the supply of green packaging products, promoting the use of recyclable packaging, and standardizing the recycling and disposal of plastic waste. The decisive role of the market in the allocation of resources encourages new business models and models that are conducive to standardizing recycling and recycling and reducing plastic pollution.
