The “Proposal” puts forward in highlighting industrial clean production, promote the harmless substitution of raw and auxiliary materials, promote the use of low-toxic, low-hazard and non-toxic and harmless raw materials in the production process, and vigorously promote low (no) volatile organic compounds content of inks, paints, adhesives, cleaning agents, etc.
The “Plan” mentioned that by 2025, the clean production promotion system will be basically established, the clean production in the industrial field will be comprehensively and deeply implemented, the clean production in agriculture, service industry, construction industry, transportation industry and other fields will be further deepened, and the overall level of clean production will be at the top of the list. It ranks among the top in the country, the utilization efficiency of energy resources has been significantly improved, the energy utilization efficiency of key industries and key products, and the control level of major pollutant emissions have basically reached the international advanced level, and the clean production industry has continued to grow.
By 2025, the province’s energy consumption per unit of regional GDP and the energy consumption per unit of industrial added value above designated size will both decrease by 14% compared with 2020, and the water consumption per 10,000 yuan of regional GDP and 10,000 yuan of industrial added value will decrease compared with 2020. Focusing on industrial cleaner production, the “Plan” puts forward four requirements:
1. Accelerate the construction of a green manufacturing system. In supporting high-quality construction of a strong manufacturing province and promoting the orderly transfer of industries, focus on improving the level of clean production and fostering and strengthening the clean production industry. Strengthen the concept of the whole life cycle, promote the green design of industrial products in all aspects and the whole process, expand the supply of green and low-carbon products, and strengthen the management of excessive packaging of commodities. In industries with a large impact on the ecological environment, a wide range of products, and a high degree of industry correlation, establish a demonstration enterprise for the ecological (green) design of industrial products. Encourage industry associations to issue green product design guidelines and promote green design cases. Focusing on the province’s characteristic industries such as electronic information, home appliances, automobiles, chemicals, building materials, and textiles, guide enterprises to implement green transformation in line with international advanced levels. Encourage leading enterprises in industries such as automobiles, home appliances, electronics, machinery, textiles, and communications to build a green and low-carbon industrial chain supply chain with upstream and downstream linkages, and drive upstream and downstream enterprises to simultaneously realize green and low-carbon development. According to the green requirements of industrial structure, energy utilization, operation management, infrastructure, etc., promote the parks with mature conditions to carry out carbon peak carbon neutral demonstration.
2. Strengthen the clean production evaluation of high energy consumption, high emission and low level projects. In line with the goals of energy conservation and emission reduction and carbon peak carbon neutrality, inventory management, classified disposal and dynamic monitoring are implemented for high energy consumption and high emission projects. Strict access to projects with high energy consumption, high emissions, and low levels. New construction, reconstruction, and expansion projects should adopt advanced and applicable technology and equipment, and the energy consumption, material consumption, and water consumption per unit product should reach the advanced level of clean production. High energy consumption, high emission and low emissions that do not meet the requirements of the region’s energy consumption intensity and total amount control, do not meet the requirements of coal consumption reduction and substitution, or the reduction of pollutant discharge areas, and the energy efficiency level is lower than the industry’s energy consumption limit access value. The approval and construction of high-level projects shall be suspended, and the blind development of high-energy-consuming, high-emission and low-level projects shall be resolutely curbed. Explore the establishment of a clean production evaluation system for high-energy consumption, high-emission, and low-level stock and incremental projects.
3. Accelerate clean substitution of fuel raw materials. Reasonably control the consumption of fossil energy, increase the promotion and application of clean energy, and increase the proportion of non-fossil energy utilization in the industrial field. Accelerate the construction of natural gas infrastructure and interconnection, and support the direct supply of natural gas to existing large-scale industrial enterprises and gas-fired power plant users. Accelerate hydrogen energy technology innovation and infrastructure construction, and promote the multiple utilization of hydrogen energy. Expand the field of electric energy substitution, and promote technologies such as electric arc furnaces, electric boilers, electric kilns, and electric heating in key industries such as steel, petrochemicals, glass, and ceramics. In areas with heavy industrial load and good new energy conditions, support the development and construction of distributed power sources and nearby access and consumption, and carry out the construction of green power supply parks integrating source, network, load and storage. Promote the harmless substitution of raw and auxiliary materials, promote the use of low-toxic, low-hazard and non-toxic and harmless raw materials in the production process, and vigorously promote the use of inks, coatings, adhesives, cleaning agents, etc. with low (no) volatile organic content.
4. Vigorously promote clean and low-carbon transformation of key industries. Strengthen standards constraints on energy consumption, water consumption, environmental protection, safety and technology, eliminate outdated production capacity in accordance with laws and regulations, and solidly promote the rectification of “scattered, messy and polluting” enterprises. Comprehensively carry out clean production audit and evaluation certification, focus on thermal power, petrochemical, steel, non-ferrous metals, building materials, papermaking, textile printing and dyeing and other industries, carry out in-depth diagnosis of energy conservation and emission reduction, establish advanced and backward lists of energy efficiency and pollutant discharge, and systematically Promote energy-saving transformation and upgrading and in-depth treatment of pollutants, and improve the green level of production processes and technical equipment. Accelerate the transformation of energy-saving, water-saving, material-saving, pollution-reducing, and carbon-reducing systematic clean production in enterprises and parks, promote industrial circular combination and enterprise circular production, and actively create zero-waste enterprises, zero-waste parks, and ecological industrial demonstration parks. Accelerate the upgrading and transformation of village-level industrial clusters.
