In order to further deepen the reform of power transmission and distribution prices, better ensure the safe and stable supply of power, and promote the high-quality development of the power industry, the provincial grid power transmission and distribution prices and related matters for the third regulatory cycle are hereby notified as follows:

1. In accordance with the "Notice of the National Development and Reform Commission and the National Energy Administration on Printing and Distributing the "Measures for the Supervision and Examination of Power Transmission and Distribution Pricing Costs"" (Fagai Price Regulations [2019] No. 897), "National Development and Reform Commission on Printing and Distributing the <Provincial "Notice on Pricing Measures for Power Transmission and Distribution Prices of Provincial-level Power Grids" (Fagai Price Regulations [2020] No. 101) and relevant regulations to approve the power transmission and distribution prices of provincial-level power grids in the third supervision cycle, see the attachment for details.

2. The price of electricity consumption by users is gradually merged into three categories: residential, agricultural production, and industrial and commercial electricity consumption (except for the electricity consumption price for residential life and agricultural production). Electricity prices can be divided into four categories: residential life, agricultural production, large-scale industry, and general industrial and commercial electricity (except for electricity used for residential life, agricultural production, and large-scale industry).

Third, users who implement industrial and commercial (or large industry, general industrial and commercial) electricity prices (hereinafter referred to as industrial and commercial users), if the electricity consumption capacity is 100 kVA and below, implement a single electricity price; 100 kVA to 315 For those between 1,000 VA, you can choose to implement a single or two-part electricity price; for 315 kVA and above, you can implement a two-part electricity price, and users who currently implement a single electricity price can choose to implement a single or two-part electricity price . For users who choose to implement the two-part billing method of demand electricity price, if the electricity consumption per kVA per month reaches 260 kWh and above, the monthly demand electricity price will be implemented according to 90% of the approved standard in this notice. The electricity consumption per kilovolt-ampere per month is the total electricity consumption of all metering points belonging to the user divided by the contracted transformer capacity.

4. The electricity price for industrial and commercial users is composed of on-grid electricity price, line loss cost of the on-grid link, power transmission and distribution price, system operation cost, government funds and surcharges.

System operating costs include ancillary service costs, pumped storage capacity electricity costs, etc.

The cost of line loss in the connection link is calculated based on the actual on-grid price of electricity purchased and the comprehensive line loss rate. Where the electricity market does not support users to directly purchase line-loss electricity, the power grid enterprise will continue to purchase line-loss electricity as an agent, and the profit and loss of agency procurement will be apportioned or shared with all industrial and commercial users on a monthly basis.

5. Residential life and agricultural production use of electricity will continue to implement the current catalog sales electricity price policy.

6. The provincial price authorities should carefully organize and make careful arrangements to ensure the smooth implementation of transmission and distribution prices, coordinate with the power grid enterprise agency power purchase system, closely monitor the implementation of transmission and distribution prices, and report problems to us in a timely manner Committee (Price Division). Power grid enterprises shall, in accordance with relevant requirements, strictly implement the transmission and distribution prices approved in this notice, and promote the balanced development of the power grid as a whole; The basic data related to the transmission and distribution price, such as the completion progress of the investment plan, is statistically collected, and reported to our committee (price department) and the provincial price department before the end of May every year.

This notice will be implemented from June 1, 2023. If the relevant provisions of the current policies are inconsistent with this notice, the provisions of this notice shall prevail.
