On May 10, the Ministry of Emergency Management held a press conference to introduce the implementation of the 2023 national special investigation and rectification of major accident hazards. At the meeting, production safety inspector Li Haowen introduced that mobilizing the masses to report is an important means of strengthening production safety. Since reporting work was included in the "Fifteen Hard Measures for Production Safety" last year, various regions have actively promoted it and achieved positive progress and remarkable results.
First, the reporting channels have been continuously expanded. Last year, the Emergency Management Department developed the "Safe Production Reporting System" and opened a WeChat reporting applet. You can enter the system by searching a few keywords for "Emergency Management Department Safety Production Reporting", which is very convenient. Some places also facilitate and encourage reporting by means of "snap shots" and rewards in "WeChat red envelopes".
The second is to launch extensive and in-depth propaganda. In most areas, it is common to post reporting "QR codes" in various production and business units and crowded places, and through various news media to widely publicize and special mobilization, let the public know that "reporting has channels, process is guaranteed, and verification is rewarded." .
The third is the continuous promotion of typical demonstrations. All regions generally publish typical cases of reporting on a regular basis to guide and standardize the reporting work in an effective and orderly manner. The Ministry of Emergency Management will announce the fourth batch of typical cases recently.
Fourth, the whistleblower information is strictly protected. We have established a traceability working mechanism for reporting information, and strictly control the scope of knowledge even internally. Once it is found that relevant places and units leak whistleblower information and retaliate against whistleblowers, we will strictly investigate and deal with relevant departments in accordance with the law.
Fifth, the number of reports has increased significantly. In 2022, more than 210,000 reports will be received across the country, a year-on-year increase of 2.4 times; more than 130,000 reports will be verified, a year-on-year increase of 3 times, and the verification rate will hit a new high; 33 million yuan in rewards will be issued, a year-on-year increase of 1.2 times. In the first quarter of this year, the number of reports received nationwide increased by 25.1% year-on-year, and rewards for reporting were 4.4 million yuan, an increase of 91.5%.
