At the meeting, Liu Li, Deputy Director of the First Department of Hazardous Chemical Supervision, introduced that in recent years, the Ministry of Emergency Management has successively organized expert guidance services for various types of hazardous chemicals, providing strong support for the stability and improvement of the safety production situation of hazardous chemicals. In 2023, the work of expert guidance services for hazardous chemicals will mainly focus on the following three aspects:
One is to focus on consolidating, deepening and improving. On the basis of consolidating expert guidance services in key counties for safe production of hazardous chemicals, continue to deepen the development of expert guidance services in 50 key industrial transfer counties (parks) and 119 chemical parks with a large number of enterprises. Venture enterprises, extending to enterprises in high-risk segments such as liquefied hydrocarbon storage tank farms, hydrogen peroxide, liquid chlorine, and vinyl chloride, provide expert guidance services, optimize service models by classification, improve service standards, and promote the establishment and improvement of long-term mechanisms for expert guidance services.
The second is to focus on the prevention and control of major security risks. Combined with the special investigation and rectification of major accident hazards in 2023, we will promote the annual deployment of two rounds of supervision and inspection of major hazards, the digital construction of dual prevention mechanisms, the "four clearing" of fine chemical enterprises, the safety risk management and control of old equipment, and the "diseases" caused by equipment and equipment. "Operation investigation and rectification, liquefied hydrocarbon storage tank area rectification and other work tasks to prevent and resolve major safety risks of hazardous chemicals have been effective, and resolutely curb the occurrence of major accidents of hazardous chemicals.
The third is to focus on amplifying the driving effect of demonstrations. Adhere to teaching people how to fish, strengthen on-site teaching, training and guidance, promote the improvement of the ability of grassroots emergency management departments and employees of hazardous chemical companies to find problems, and leave a team of experts that cannot be taken away by the local government. Adhere to the above-mentioned guidance, lead by example, guide and promote all regions to learn from the expert guidance model of the Ministry of Emergency Response, and organize and carry out provincial-level expert guidance services in combination with local work practices.
At present, the first round of 2023 expert guidance services for 53 key counties of hazardous chemical safety production has been completed, chemical industry park safety improvement and expert guidance services for nitrification enterprises are in progress, and expert guidance services for high-risk segments such as hydrogen peroxide It will also be launched in the near future.
