In order to further guarantee and facilitate the exchange of Chinese and foreign entry and exit personnel and promote the opening of services to the outside world, the National Immigration Administration will further adjust and optimize the following entry and exit management policies and measures from May 15, 2023. The announcement is as follows:
1. The “National Application” for mainland residents to travel to Hong Kong and Macau for group travel will be fully restored. Mainland residents can submit an application for group travel endorsement to Hong Kong and Macau to any exit-entry administration of the public security organ in the country.
2. Implement the “National Universal Application” for mainland residents to apply for permits for visiting relatives, working and studying in Hong Kong and Macao. Mainland residents who intend to go to Hong Kong and Macau for reasons such as visiting relatives, working, studying, medical treatment, litigation, and property disposal can submit the three types of visas for visiting relatives, staying and other three types of endorsements corresponding to the application to the exit-entry management agency of any public security organ in the country. The application and application procedures are consistent with the place of household registration.
3. Adjust the validity period of stay visa for mainland students studying in Macao. The validity period of the stay visa issued by the exit-entry management agency of the public security organ to mainland students studying in higher education institutions in Macao has been adjusted from a maximum of one year to the same as the period of study in Macao.
Fourth, comprehensively restore fast customs clearance at ports. On the basis of resuming fast customs clearance at border inspection ports adjacent to Hong Kong and Macau on January 8, in accordance with pre-epidemic practices and standard requirements, ordinary passports of the People’s Republic of China, Hong Kong and Macau Exit Permits, Taiwan Exit Permits, Hong Kong and Macau Residents’ Mainland Exit Permits, and Taiwan residents are allowed to travel Chinese citizens with a mainland pass (valid for 5 years) and multiple entry and exit permits valid for one year; foreigners with foreign passports, permanent residence permits for foreigners, foreign electronic passports and foreigner residence permits for more than 6 months; on regular international flights Chinese crew members who work on board and foreign crew members who can enter the country visa-free or have completed the crew, job visa or residence permit for more than one year (inclusive) can pass through the border inspection fast channel.
