On March 31, 2023, the Weifang Municipal Bureau of Ecology and Environment announced the proposed approval of Qingzhou Tianan Chemical Co., Ltd. Tianan Chemical's 120,000 tons/year PBAT fully biodegradable polyester project.
The project was first publicized before the approval of the construction land planning permit in June 2021, and the Weifang Ecological Environment Bureau project accepted the publicity in June 2022, and was temporarily shelved due to market reasons.
The total investment of the project is 814.11 million yuan, of which the total investment in environmental protection is 11.3 million yuan, accounting for about 1.4% of the total investment. The project is located in Qingzhou Economic Development Zone, adjacent to Qingzhou Huakang Biotechnology Co., Ltd. in the east and Weifang Hongrun Packaging Materials Co., Ltd. in the south.
The project is constructed in two phases. The first phase is to build a 60,000-ton PBAT workshop and THF recovery device, auxiliary engineering (analytical laboratory, central control room), storage and transportation engineering (warehouse, tank farm, loading and unloading station), and public works (Water supply, power supply, heat medium station, refrigeration system, air nitrogen station, sewage treatment station, etc.) are all in the first phase of construction, and the second phase of construction will leave the second PBAT workshop with a capacity of 60,000 tons and supporting waste gas treatment facilities.
The process technology of this project is provided by Shanghai Juyou Chemical Co., Ltd., which has proprietary process technology and equipment with independent intellectual property rights for the production of PBAT Biodegradable polyester. The company already has mature engineering experience, mature and reliable process technology, and has built tens of thousands of tons of continuous production lines in China. The operation of the equipment is safe and stable, and the product quality is excellent. The process technology route of this project adopts continuous operation mode from slurry supply to product granulation design, so that the quality of the final product can be kept stable and uniform.
Qingzhou Tianan Chemical Co., Ltd. was established in October 2007. Now the company has a 200,000 tons/year C4 reforming device, a 500,000 tons/year C4 butene isomerization device, a 400,000 tons/year extraction device, a 300,000 tons/year MTBE and a set of supporting devices. The main products are MTBE, isomerized oil, light hydrocarbons, heavy hydrocarbons and high-quality liquefied gas. The required raw materials are ether C4, higher olefin C4, methanol and naphtha.
