On April 4, 2023, the website of Lianyungang Xuwei New District released the pre-approval publicity of the planning and design scheme of Jiangsu Honggang Petrochemical Co., Ltd.'s 2.4 million tons/year purified terephthalic acid (PTA) phase III project.

Design scope: The 2.4 million tons/year purified terephthalic acid (PTA) Phase III project of Jiangsu Honggang Petrochemical Co., Ltd. is mainly divided into four areas: the front of the plant area, production area, storage area, public works and auxiliary production facility area.
Only the central control room will be newly built in the front area of the factory;
The production area is the 2.4 million tons/year PTA main device (3);
Storage area includes PTA packaging and finished product warehouse (6) and tank area (3);
Public engineering and auxiliary production facilities include substation and distribution room (3), cabinet room (3), circulating cooling water station (3), hydrogen compressor (3), liquid nitrogen (3), IA&PA, air compressor, etc.;
This project relies on the existing intermediate tank area in the factory area, and needs to add related transfer pumps.
The TPA project with an annual output of 1.5 million tons in the first phase of Honggang Petrochemical project was approved by the former Lianyungang Municipal Environmental Protection Bureau on September 30, 2011 (Lianhuanfa [2011] No. 365), and in 2015 On February 2, 2015, the approval of the revision report of the project was obtained (serial reply [2015] 8 No.), after the revision, the total amount of wastewater pollutants from Jiangsu Sailbang Petrochemical Co., Ltd. and Lianyungang Rongtai Chemical Storage Co., Ltd. were all transferred to Honggang Petrochemical. The above projects passed the acceptance of the former Lianyungang Environmental Protection Bureau on July 15, 2015 ( Serial test [2015] No. 23).
In 2016, Honggang Petrochemical invested in the construction and expansion project of terephthalic acid refining and purification, with an annual output of 1.5 million tons TPA (fiber-grade terephthalic acid) products were upgraded to an annual output of 1.5 million tons of PTA (purified terephthalic acid) products. The expansion project was approved by the Environmental Protection Bureau of the National Eastern, Central and Western Regional Cooperation Demonstration Zone on September 16, 2016. (Environmental Audit of Demonstration Zone [2016] 25 No.), on July 2, 2018, it passed the inspection and acceptance of the Environmental Protection Bureau of the National East-Middle-West Regional Cooperation Demonstration Zone (Demonstration Zone Environmental Inspection [2018] No. 2) and independent acceptance.
On April 4, 2019, the 2.4 million tons/year purified terephthalic acid expansion project of the Honggang Petrochemical Phase II project obtained the approval from the Environmental Protection Bureau of the National Eastern, Central and Western Regional Cooperation Demonstration Zone (Demonstration Zone Environmental Review [2019]5 No.), which will pass independent acceptance on February 18, 2022.
On December 10, 2022, the first prestressed concrete pipe pile of Jiangsu Honggang Petrochemical PTA Phase III project supervised by Luohua Group was hammered into the soil, marking the smooth start of Honggang Petrochemical PTA Phase III project. The estimated investment of the project is 3.93 billion yuan, and the planned construction period is 880 days. Honggang Petrochemical currently has a PTA production capacity of 3.9 million tons per year. After the project is put into operation, Honggang Petrochemical will have a total PTA production capacity of 6.3 million tons per year. Honggang Petrochemical was established in March 2011 with a registered capital of 3.5 billion yuan. Its business scope covers methanol production and sales of methanol, 1,4 xylene and acetic acid.
