Since the "Notice on Further Improving the Time-of-Use Electricity Price Mechanism in Our Province" (Sichuan Development and Reform Price Regulation [2021] No. 499, hereinafter referred to as "No. The supply and demand situation plays an important role in serving the construction of a new power system. In 2022, our province will encounter the extreme conditions of the highest temperature, the least incoming water, and the largest electricity load, and the electricity load will hit a record high. In order to advocate the province's scientific and economical use of electricity, and further guide users to cut peaks and fill valleys, the relevant matters concerning the adjustment of the time-of-use electricity price mechanism in our province are hereby notified as follows:
1. Adjust the division of peak and valley periods
Keep the province's peak, flat and valley divisions in general unchanged, and optimize and adjust the original morning peak hours to 1 hour and evening peak hours to 2 hours and evening peak hours to 6 hours. The adjusted peak and valley periods are:
Peak hours: 10:00-12:00, 15:00-21:00;
Flat section: 7:00-10:00, 12:00-15:00, 21:00-23:00;
Trough hours: 23:00-7:00 the next day.
Second, adjust the peak electricity price mechanism
To further match the characteristics of the electricity load in our province, the implementation month of the peak electricity price is adjusted from 2 months to 4 months, and guide users to take the initiative to stagger and avoid peak electricity consumption during peak load periods in summer and winter. The adjusted peak electricity price period is:
Summer July and August, peak hours: 15:00-17:00;
January and December in winter, peak hours: 19:00-21:00.
3. Large-scale commercial users cancel the implementation of the comprehensive average electricity price during peak load periods in summer and winter
During the peak load periods of January, July, August and December in summer and winter, in order to further promote large-scale commercial users to tap the potential of flexible control of air conditioners and increase comprehensive energy utilization, the capacity of the dedicated transformer is 2000 kV For large-scale commercial users above Ann and above, the average electricity price will no longer be implemented with reference to the average difference between the original time-of-use electricity price of commercial users in the province and the catalog electricity price, and the peak-valley time-of-use electricity price must be implemented.
Four. Other matters
This notice will be implemented from June 1, 2023. Power grid enterprises should do a good job of separate collection and reflection of the implementation of time-of-use electricity prices, and report the implementation of the previous quarter to the Provincial Development and Reform Commission in writing within 20 days after the end of each quarter. Matters other than this notice shall continue to be implemented in accordance with current relevant regulations such as Document No. 499.
