1. Attach great importance to the guarantee of charging services during holidays. The travel of new energy vehicles is related to the vital interests of the people and the healthy development of the new energy vehicle industry. All relevant units should further improve their political positions, strengthen their responsibilities, insist on solving problems for the people and doing practical things, and ensure that charging services during holidays operate in an orderly, safe, reliable, standardized and efficient manner.
2. Continue to improve the charging guarantee capacity of the whole society. The provincial energy (charging facilities) competent departments should actively cooperate with relevant departments to follow the "Implementation Opinions on Further Improving the Service Guarantee Capabilities of Electric Vehicle Charging Infrastructure" (Fagai Energy Regulations [2022] No. 53) (hereinafter referred to as "Implementation Opinions") 》) Regarding the deployment, increase the construction of public charging facilities, speed up the completion of shortcomings in the construction of counties and towns, and promote the construction of charging facilities in tourist attractions and surrounding parking lots. All provincial transportation and energy (charging facility) authorities shall, in conjunction with power grid companies, follow the requirements of the Action Plan for Accelerating the Construction of Charging Infrastructure Along Highways (Jiaogongfa [2022] No. 80) (hereinafter referred to as the "Action Plan") , Accelerate the improvement of charging infrastructure along the highway, scientifically set up high-power charging facilities in the surrounding areas of the city and in expressway service areas with large charging needs, and improve charging efficiency. Power grid enterprises should increase investment in supporting grid construction, do a good job in connecting charging facilities to the grid, strengthen equipment operation and maintenance management, and ensure reliable power supply.
3. Carry out charging demand prediction in advance. The provincial energy (charging facilities) competent departments shall, in conjunction with transportation, tourism, meteorological and other competent departments, combine the local new energy vehicle ownership and charging facility operation data over the years, tourism activity arrangements in various places, weather forecasts, etc., for high-speed charging during major holidays. Predict the traffic flow and charging queuing situation in highway service areas and tourist attractions, jointly formulate a holiday charging service guarantee plan, release green travel charging strategies as soon as possible, and guide new energy car owners to plan their trips reasonably. For expressway service areas where the expected traffic volume is particularly large and serious congestion may occur, mobile emergency charging equipment should be arranged as much as possible to alleviate the phenomenon of charging queuing.
Fourth, comprehensively carry out safety inspections of charging facilities. All charging facility operators should continue to improve the operation and maintenance system of charging facilities and strengthen equipment monitoring and inspection. Before the holidays, provincial energy (charging facilities) authorities should organize special inspections of public charging facilities, and adopt the "four nos and two straights" approach to sink to expressway service areas with large traffic volumes and parking lots in major scenic spots to find out in time Problems, eliminate hidden dangers, and ensure the normal availability of charging facilities.
Fifth, strengthen the guidance of charging during holidays. The provincial transportation authorities should promptly announce the traffic flow and charging queuing in the service area through channels such as highway variable information signs and traffic broadcasts, and guide expressway service areas to arrange special personnel to guide services at charging stations with large traffic volumes. Short-term power replenishment during charging peaks, charging as you go, reducing queuing and waiting, and can be guided to adjacent service areas for charging when necessary.
Sixth, do a good job in summarizing and submitting information. All units shall do a good job in guaranteeing new energy vehicle charging services during holidays according to their responsibilities, and the relevant information shall be reported as an important content of the summary report of the "Implementation Opinions" and "Action Plan" in accordance with the requirements of relevant documents.
