It is understood that the first implementation of the pilot project is an important measure to implement the overall plan of the national breeding joint research and thoroughly implement the new seed law. At present, the research team has formulated the relevant norms for the implementation of the EDV system, and initially agreed on the EDV determination threshold, identification method, profit sharing ratio, and objection handling rules.
This year, rice, wheat, corn, and soybean research groups have carried out pilot work. The scientific research institutions and enterprises involved in the breeding of the four major crops are all superior units in each crop field. The first implementation of the EDV system is conducive to motivating the four major crops. The original innovation of breeding leads the innovation and development of the domestic seed industry, which is of great significance to promote the revitalization of the seed industry.
The person in charge of the relevant department of the Ministry of Agriculture and Rural Affairs said that the implementation of the EDV pilot project for the joint research of the four major crop breeding in the country is an important exploration for implementing the newly revised seed law and accumulating experience for the full implementation of the EDV system. At present, the Ministry of Agriculture and Rural Affairs is accelerating the revision of the Regulations on the Protection of New Plant Varieties and related supporting regulations in accordance with the requirements of the newly revised Seed Law, and formulating relevant supporting measures for the implementation of the EDV system. Strengthen the protection of intellectual property rights in the seed industry.
It is reported that in December 2020, the National Rice Joint Research Group decided to carry out a pilot project of the EDV system, an important step taken. In December 2021, the Standing Committee of the National People's Congress passed a decision to amend the Seed Law. This revision established the EDV system for the first time, which is a major institutional breakthrough in the protection of intellectual property rights in my country's seed industry.
