It was learned from the National Fire and Rescue Bureau on the 19th that the National Fire and Rescue Bureau and the Ministry of Culture and Tourism have recently jointly issued the "Guidelines for Fire Safety in Scripted Entertainment Business Sites (Trial)" (hereinafter referred to as the "Guidelines"). The guidelines point out that a fire inspection must be carried out after each scripted entertainment activity, at least once a month for a comprehensive fire inspection, and regular maintenance and testing of fire protection facilities.
According to reports, the guidelines aim to clarify the fire safety requirements of scripted entertainment business sites such as script killing and escape rooms, strengthen the responsibility of the main body of safety, and improve the level of fire safety management of the site.
The guidelines include 20 detailed rules in five parts: basic fire safety conditions, fire safety management, fire and electricity safety management, flammable, explosive and combustible material safety management, and safe evacuation management.
Regarding the basic conditions of fire safety, the guidelines point out that the location should be strictly set. Script entertainment business premises (hereinafter referred to as "places") shall be located in legal buildings, and shall not be set up on the second floor underground or below; shall not be set up in residential buildings; shall not be set up in "three-in-one" places (accommodation and production, storage , business shared place), color steel plate building and village (residential) self-built houses; it shall not be set up in the same building as the production, storage, and operation of flammable and explosive dangerous goods; it shall not be adjacent to Class A and B dangerous goods warehouses.
The guidelines indicate that the site should implement a fire safety responsibility system for all employees, formulate a fire safety system, specify fire safety management personnel, and be responsible for the daily fire safety work of the site. A fire inspection must be carried out after each scripted entertainment activity, at least once a month for a comprehensive fire inspection, and regular maintenance and testing of fire protection facilities. After the end of business, a comprehensive inspection of key parts should be carried out and unnecessary power supplies should be cut off. When the place is set up in a large commercial complex or combined with other places in the same building, the fire protection system and responsibilities for unified management should be clarified, and the joint management requirements for fire protection facilities should be clarified.
The guidelines also point out that the site should formulate a fire-fighting and emergency evacuation plan, organize at least one fire-fighting and emergency evacuation drill every six months, and choose day and night for drills. Encourage places to build miniature fire stations, or establish an emergency linkage mechanism with the building's fire control room and miniature fire stations. When the place is set up in a large commercial complex or combined with other places in the same building, a fire linkage response mechanism should be established and joint fire drills should be carried out.
