In order to better carry out the evaluation of product carbon footprint, the "Plan" clarifies the development of green and low-carbon development training, the launch of carbon footprint evaluation pilots, the encouragement of green and low-carbon technology innovation, the research and formulation of carbon footprint technical standards, and the establishment of a product carbon footprint evaluation system 1. Establishing a carbon footprint basic data set and accounting model, establishing a carbon footprint product catalog library, and building a low-carbon product green consumption platform for 8 key tasks.

In terms of carrying out pilot trials of key industrial products, the "Plan" mentions that enterprises in industries such as fertilizers and plastics should be selected, scientifically apply the full life cycle assessment (LCA) methodology, take the lead in the application of carbon footprint accounting, and gradually expand to organic chemicals (including methanol, synthetic ammonia, etc.), rubber tires, caustic soda and other products and leading enterprises in manufacturing.

In terms of exploring the establishment of an accounting and evaluation standard system, the "Proposal" mentioned that it is necessary to study and formulate carbon footprint technical standards, build a carbon footprint standard system framework in Shandong Province, and gradually establish a product carbon footprint evaluation system that meets the provincial conditions.
