Accelerating the promotion of white pollution control, scientifically and steadily promoting plastic substitute products, and reducing the use of non-degradable plastics are important means to protect the ecological environment, reduce carbon emissions, and promote sustainable economic development. "To fundamentally solve white pollution, it is necessary to promote fully biodegradable materials with clear testing standards, clear certification steps, thorough research on soil degradation mechanisms, and widely recognized around the world." , comprehensively review, update, and formulate relevant standards, further improve the unified and standardized certification system for biodegradable plastic products, and scientifically define degradable standards; establish a white list of pure resins for biodegradable plastics, and define biodegradable plastics from the perspective of pure polymers Degradation, release and real-time revision of the list of polymers that can pass the full biodegradation standard test, create a rapid detection method based on the material structure to identify the material type of the sample product, and standardize the regulatory standards for degradable plastics. In this way, relevant departments such as market supervision in various places can quickly, efficiently and reasonably identify biodegradable products, strengthen market supervision, improve the implementation of the national plastic ban policy, and stick to the bottom line of quality, safety and environmental protection of biodegradable plastic products.
Starting from December 1, 2020, Hainan Province has completely banned the production, sale and use of disposable non-degradable plastic film bags and plastic tableware, which has achieved good environmental protection results. Liao Zengtai suggested that the scope of the plastic ban pilot should be further expanded, and the use and sale of disposable non-degradable plastics should be completely banned in municipalities directly under the Central Government, provincial capitals, and first-tier cities, and the scope of the plastic ban should be expanded from existing shopping bags, roll bags, garbage bags, Takeaway packaging and other daily-use packaging, extended to express packaging required in the e-commerce field (including cushioning packaging such as gourd film and air column film), dust-proof packaging such as home appliances, and plastic products that are prone to pollution such as plastic film in the agricultural field, and formulate Relevant incentives such as tax reductions and exemptions encourage enterprises to ban and limit plastics, realize effective substitution of biodegradable plastics, and promote the green development of the plastics industry.

Policies and facilities are not perfect, research on recycling is not in-depth, and the market is mixed.
In this regard, he made four suggestions. The first is to increase policy support and promote the application of biodegradable plastics. Combined with garbage classification, we will strengthen science popularization, strengthen the implementation and supervision of the "Plastic Restriction Order", refine the classification for different application scenarios, and scientifically promote biodegradable plastics, so that they can truly solve environmental problems. The second is to improve the terminal classification system and recycling infrastructure for biodegradable plastics. Add biodegradable plastics to waste classification, transform abandoned landfills into industrial composting plants, and dispose of degradable products that cannot be recycled.

The fourth is to further improve the standard system of biodegradable plastic products, strengthen market supervision and management of degradable labels, increase punishment for "fake degradable" products, and promote the healthy and orderly development of the market.

Tong Mingquan suggested to strengthen the publicity of plastic pollution control; standardize the management of disposable plastic products, strengthen the law enforcement of plastic ban; strengthen the application demonstration of biodegradable materials; provide policy support for the biodegradable material industry.
