Borouge and the Shanghai Hongkou District Business Committee signed a strategic cooperation framework agreement on November 13, 2023, and reached a cooperation intention for Borouge’s North Asia headquarters to settle in Hongkou District and work with Hongkou District to build a benchmark project for foreign-invested headquarters economy.

Borouge was founded in 1998 as a strategic partnership between Abu Dhabi National Oil Company (ADNOC) and Borealis.
