Formulated and issued the "Shandong Province Hazardous Chemical Enterprises Special Operations Major Safety Risk Management and Control Measures". Put forward ten measures to further strengthen safety risk management and control, guide hazardous chemical companies to do a good job in the safety of special operations, and improve safety management capabilities and levels.

Revise and improve the "Guidelines for Safety Retrofit of Liquid Chlorine Storage Devices and Their Supporting Facilities and Emergency Disposal of Liquid Chlorine Leakage in Shandong Province". Guide the production, operation, and use of hazardous chemicals involved in liquid chlorine storage in the province, earnestly implement the safety renovation of liquid chlorine storage devices and supporting facilities, strengthen the management of emergency response to liquid chlorine leakage, and effectively prevent major safety risks in liquid chlorine storage.

Formulated and issued the "Notice on Strictly Controlling the Safety Risks of People Gathering in High-risk Sites of Chemical and Hazardous Chemical Enterprises". Put forward risk management and control requirements from four aspects: the scope of control personnel, the division of high-risk places, the number of personnel in high-risk places, and relevant work requirements, and supervise and guide all chemical and hazardous chemical companies in the province to strictly control the safety risks of personnel gathering.

Formulated and issued the "Shandong Province Hazardous Chemical Enterprises' Safety Production Responsibility List of Principal Persons in Charge" and the "Shandong Province Hazardous Chemical Enterprise Safety Director's Safety Production Responsibility List". The safety production responsibilities and performance requirements of 18 main responsible persons and 15 safety directors are stipulated, and the enterprises are guided to implement the main responsibility of safety production in depth.
