The Safety Committee of Hubei Province officially released the "Three-Year Action Plan for Safety Renovation and Improvement of Chemical Industry Parks in the Whole Province", in which 10 measures were implemented step by step in three stages to gradually improve the safety risk prevention capabilities and essence of the province's hazardous chemical industrial parks level of security.
At present, the chemical industry is still in the high-risk stage of the industrial development cycle, and the long-term accumulated problems have not been fundamentally resolved. Focusing on preventing and defusing major security risks, Hubei Province has implemented "one park, one policy" and done a good job in "addition and subtraction".
On the one hand, strictly control the access of chemical industry transfer projects, strictly prevent the transfer of projects with high-risk elimination of backward production capacity, and improve the exit mechanism of enterprises in the park, and promptly submit to the local government for closure and conversion of enterprises that do not meet the conditions for safe production. Urge the current high-risk parks to rectify within a time limit, and parks that still fail to meet the standards after rectification at the end of this year will be delisted in accordance with regulations. During the rectification period, no new, modified or expanded hazardous chemical production projects are allowed. Closed management is implemented in the park, and the layout of labor-intensive enterprises is strictly prohibited. The relocation will be completed by the end of 2025.
At the same time, with the construction of intelligent management and control platforms such as "Industrial Internet + Dual Prevention Mechanism" as the starting point, we will promote the comprehensive upgrade of software and hardware for the safety management of chemical parks. By the end of this year, a dedicated parking lot for hazardous chemical vehicles, a training base, and fire-fighting facilities will be built in the park; by the end of 2024, public works and supporting functional facilities will be built, and major safety risk prevention and control projects will be implemented in key chemical industry clusters.
For major hazard sources, flammable and explosive devices, and storage place enterprises in the park, the plan requires that the construction of intelligent management and control such as special operation management, intelligent inspection, personnel positioning, and dual prevention mechanisms be completed before the end of this year.
