Dow’s innovative ACCUTRACE S10 oil marking agent helps the South Korean government effectively combat fuel fraud

Globally, fuel fraud costs governments an estimated $100 billion a year. Illicit proceeds from fuel fraud are often used to fund organized crime such as drug dealing and human trafficking.

Dow ACCUTRACE S10 Oil Marker is highly resistant to illegal removal techniques. The product does not contain sulfur, fluorine, bromine, chlorine and other harmful chemical elements, and is compatible with colorants and marking agents on the market. In addition, the product has the same chemical elements as fuel oil and does not contain any known ozone-depleting additives.

The South Korean government has used a kerosene marking agent to combat fuel fraud since 2000, and began to seek alternative products in 2010. The previously used kerosene marker can be easily removed with activated carbon and clay, resulting in an estimated 107 billion won ($100 million) in lost tax revenue.

In April 2018, the Korean Ministry of Trade, Industry and Energy officially announced Dow ACCUTRACE® S10 Oil Marker as the new kerosene marker in Korea after a careful evaluation process. The marking technology passed the hazard test of the National Institute of Environmental Research of Korea in 2017, and passed the quality test of the Korea Petroleum Quality and Distribution Agency this year.
